The short answer: there is no single minimum wage for everyone here. It all depends on the market, the role and your company. But there are mandatory costs and rules that entrepreneurs often learn about too late. Let’s go through them in a businesslike way.
In shortAn employee in the UAE costs more than their salary: add the visa, mandatory health insurance, end-of-service gratuity and flights. Companies with 20 or more staff in certain sectors must hire UAE nationals, with fines of up to AED 108,000 a year per missing hire. Allow 2 to 8 weeks to hire with a visa.
Salary is only part of it
Salaries in Dubai vary widely by role and industry. Guidelines from my experience: administrative staff from AED 6,000 to 10,000 a month, managers from AED 15,000 to 30,000 and up, sales often on a base salary plus commission. In 2026 companies are raising salaries by about 3.4% on average.
But an employee costs more than their salary. On top of it come:
- visa and work permit — processing, medical test, Emirates ID;
- health insurance — mandatory in Dubai;
- end-of-service gratuity — it must be accrued from the first year;
- a ticket home, leave, a desk in the office.
Emiratisation: the rule people forget
The state requires companies to hire UAE nationals.
- Companies with 50+ employees must increase the share of UAE nationals every year and reach 10% by the end of 2026.
- Companies with 20–49 employees in 14 sectors must hire UAE nationals — two people each.
- From 2026 the minimum salary of a UAE national counted towards Emiratisation is AED 6,000 a month.
The fine for each national not hired can reach AED 108,000 a year. For a small company that is significant.
What not to do
Hiring someone without a work visa, for example on a tourist visa, is a direct route to heavy fines. Don’t save on the paperwork.

My advice
- Allow 2 to 8 weeks for hiring and visa processing.
- For project work, contractors are often more cost-effective than staff.
- Calculate the full annual cost of an employee, not just the salary.
