The UAE will allow children to start school four months earlier from 2026.

The UAE is changing admission rules for schools and nurseries starting from the 2026–27 academic year. A decision by the Education, Human Development, and Community Development Council shifts the enrollment age cut-off from 31 August to 31 December. This change allows children whose birthdays fall in the autumn months to start school earlier. As a result, a child will be eligible to enter Pre-K or Foundation Stage 1 at age 2, provided they turn 3 by the end of December of the same year.

The change applies to all educational institutions in Dubai, Abu Dhabi, and other emirates that begin the academic year in August or September. This includes schools following British, IB, American, Indian, French, and other international curricula. Schools that start their academic year in April will continue to use 31 March as the cut-off date, with no changes to their existing systems for students and parents. According to the Ministry of Education, the resolution seeks to ensure greater fairness and consistency in school admissions. The new framework is expected to ease shifts among various curricula and more closely align enrollment with children’s developmental stages. Authorities also emphasize that the update brings the UAE system closer to international education standards, which is particularly important for families who frequently relocate and face varying age-entry requirements across countries.

Who the new rules affect and how parents should prepare

The updated policy is applicable solely to new enrollments and covers children entering Pre-Kindergarten or Foundation Stage 1, Kindergarten or Foundation Stage 2, or Grade 1 or Year 2 under the British curriculum. The affected age group includes children between two and six years old at the start of the academic year. It is important to note that current students already enrolled in schools are not affected and will remain in their existing classes without any reallocation.

Under the new rules, a child who turns three in any of the autumn months can begin school in the same calendar year, rather than waiting an additional 12 months. For example, a child turning three in October may enroll in Pre-Kindergarten as early as August or September, starting school at just over two years old. Under the previous system, the same child would have had to wait until the following academic year, effectively losing a year that could have been used for early learning and social development. From August 2026, the age requirements will be structured as follows:

  • FS1 or Pre-KG: the child must turn three by 31 December of the enrollment year
  • FS2 or KG1: the child must turn four by the same date

Exact placement may vary depending on each school’s internal policies and the specifics of the curriculum offered. At the same time, UAE property market updates indicate growing demand for housing located close to schools, as parents aim to shorten travel time for young children who will now begin formal education a year earlier than initially planned.

Compulsory education starts later, but most parents enroll earlier

Compulsory education in the UAE officially begins at age 6 and continues until age 18, or until completion of Grade 12 or Year 13, depending on the curriculum. Despite these formal requirements, the vast majority of families choose to enroll their children much earlier, often starting at age 3 in Pre-KG or FS1. This is still a personal choice, and cultural norms from parents’ countries of origin often play a decisive role in such decisions.

Nurseries in the UAE are licensed to accept children from as young as 45 days up to four years old, covering a wide range of needs for working parents. Many nurseries and early learning centers in Dubai have also received additional approvals to accept older children, up to 6 years old, for FS2, KG1, and even Year 1 or KG2. To obtain such approval, an institution must submit a formal application to the Knowledge and Human Development Authority, demonstrating adequate facilities, resources, pedagogical expertise, and qualified staff capable of working with school-age children.

In Abu Dhabi and the northern emirates, the situation is somewhat different. Under local licensing conditions, FS1 or Pre-KG for children aged three to four is typically the highest level nurseries are allowed to offer. This creates limitations for parents who would prefer to keep their child in a familiar nursery environment but are required to transition to a school earlier. As a result, a comparison of rental costs across major Dubai districts becomes an important aspect for families balancing education planning with housing expenses, especially when children start school a full year earlier than originally expected.

Children who do not reach the required age by 31 December must wait until the following academic year to enroll. The Ministry does not allow exceptions to this rule, regardless of individual circumstances or a child’s developmental level, and no appeals or special considerations are предусмотрены. A specific situation applies to children born between 1 September and 31 December 2021. These children were not eligible to start school in the 2025–26 academic year under the old rules but will be able to enroll in either KG1 or KG2 in 2026–27, depending on a number of factors:

  • the school’s assessment of the individual child’s readiness for that level
  • availability of places in the relevant classes at the time of application
  • the specific school’s policy regarding adaptability in placement

Children already enrolled in a school are required to remain in their current class to ensure continuity of learning and social stability, which authorities consider a priority.

An important limitation applies to the second semester of the 2025–26 academic year. Children born in the autumn months will not be allowed to enroll or move up a level mid-year, even if they reach the required age under the new rules. This applies to two categories: students already attending school must complete the year in their current class without early advancement, and children not enrolled in any institution during 2025–26 cannot begin in the second semester. This tactic is formulated to prevent disruption of the academic process and maintain a stable social setting for all students. Schools have been instructed to update their admission guidelines before the start of the 2026–27 enrollment cycle. Parents are strongly advised to contact their chosen schools directly to clarify specific entry criteria, readiness assessment procedures, and seat availability, as evaluation practices and levels of flexibility may change substantially from one institution to another.
