UAE investment in Kazakhstan doubled in six months amid digital hub plans

The volume of direct investments from the United Arab Emirates into Kazakhstan’s economy doubled in the first half of 2025 compared to the same period last year. The information was announced at the tenth meeting of the Joint Intergovernmental Commission on Trade and Economic Cooperation between the two countries in Astana, according to Kazinform, a TV BRICS partner. Over the past decade, total direct investment from the UAE into Kazakhstan has exceeded USD 1.3 billion, while around 500 companies with Emirati participation currently operate on Kazakh territory.

Zhaslan Madiev, Kazakhstan’s Minister of Artificial Intelligence and Digital Development, stated that cooperation with the UAE had long since expanded beyond traditional economic dialogue. The countries are discussing the joint construction of the digital architecture of the future – from artificial intelligence to space, energy and scientific research. Meanwhile, Kazakhstan’s investments in the Emirati economy have reached USD 2 billion, creating a two-way capital flow between the two states.

A Kazakh–UAE innovation hub will be launched to test digital solutions

A central technological initiative discussed at the meeting was the creation of the Kaz-UAE GovTech Innovation Hub. The platform will be designed for testing digital solutions, sharing expertise and implementing innovations in public administration. This is particularly relevant for those who regularly follow UAE real estate news luxury, as technological hubs tend to attract highly paid specialists who drive demand for premium housing in both countries. The sides also reviewed initiatives to establish joint research centers in several fields:

  • Artificial intelligence and big data
  • 6G technologies and robotics
  • Specialist exchange programs

Space projects received dedicated attention. Kazakhstan presented opportunities for cooperation in Earth observation, data transmission, space science and participation in international missions. The UAE, in turn, invited Kazakhstan to take part in preparations for the UN Water Conference 2026. Partnership between the countries is also advancing in energy, healthcare and culture.

The next commission meeting is scheduled for 2026 in Abu Dhabi. The growing investment flows between the states increase the need to simplify administrative procedures, and the ability to create a lease agreement online in the UAE becomes an important factor for Kazakh companies opening offices in the Emirates and renting workspace for their employees.

The doubling of investments within six months signals a strong interest of Emirati capital in the Kazakh market, which offers access to Central Asia and growing domestic demand. Kazakhstan is developing its digital economy and attracting technology companies through tax incentives and special economic zones, making the country appealing to UAE investors seeking diversification beyond traditional Gulf markets.
